　　The development of the Internet of Things industry is of great significance to implementing the innovation-driven development strategy, actively adapting to the new normal, promoting supply-side structural reform, and further accelerating the construction of digital Fujian. In order to promote the accelerated development of the Internet of Things industry in our province, the following measures are proposed:

　　First, focus on development priorities

　　Implement the "Internet of Things +" action, adhere to expanding demand and strengthening weak areas together, support leaders and innovation and entrepreneurship together, and strive to build a number of technological innovation platforms to improve core capabilities; Strive to create a number of characteristic application platforms, the first to develop the market; We will strive to introduce and cultivate a number of high-end talents to enhance the momentum of development. By 2020, a number of new leading enterprises and industry platforms serving the country will be cultivated, and the output value of the Internet of Things industry will reach 100 billion yuan.

　　Second, we will strengthen support for innovation

　　（1) Focusing on the technological frontier and development advantages, the implementation of major projects in the core technology of the Internet of Things industry, the provincial science and Technology Department gives a maximum of 5 million yuan support for each, the acceptance results are leading in the country, and the provincial Internet economy new guidance funds are awarded 2 million yuan.

　 　(2) Improve laboratory capacity, rely on universities and research institutes, upgrade the construction of an Internet of Things comprehensive laboratory, as well as intelligent manufacturing, smart agriculture, smart ocean, environmental monitoring, smart home and other laboratories, the provincial Internet economy of new guidance funds to give up to 5 million yuan subsidies; Those who obtain the national testing and certification qualification will be awarded another 2 million yuan.

　　(3) Support Fuzhou to further enhance the agglomeration effect of Mawei Internet of Things industrial base and deepen the creation of a national Internet of Things industrial concentration area. Promote Fuzhou and industry leaders to build narrowband Internet of Things open laboratory, the provincial Internet economy new guidance funds to give 30% subsidies, subsidy funds do not exceed 10 million yuan.

　　(4) Establish a working mechanism for industry analysis and promotion. Employ a group of senior managers of leading enterprises in the domestic Internet of Things industry and leading scientific and technological talents in scientific research institutions to set up the Internet of Things industry development advisory Group in our province, regularly carry out "physical examination consultation" in the industry, and give consulting guidance and intellectual support in the development of the Internet of Things industry, planning layout, project planning, technology research and development, policy research and other aspects.

　 Third, create a unique platform

　　 (1) Support the Internet of vehicles, two-dimensional code, radio frequency identification, intelligent POS, remote meter reading and other existing application platforms, terminals and iot public support platforms to accelerate the expansion of the province's market, as a key Internet economy public platform to support.

　　(2) Deeply explore the application needs of the Internet of Things and intelligent hardware in the fields of health care, education, medical care, industry, and agriculture, build no less than 20 iot application platforms serving key areas of industry, agriculture, and service, and promote the integrated operation mode of terminals, platforms, data, and services. With a total investment of more than 15 million yuan, the provincial Internet economy new guidance funds will give a maximum subsidy of no more than 5 million yuan.

　　(3) In the second-hand car trading, contract water energy, vehicle monitoring, environmental monitoring, ship monitoring, public utilities and other aspects of the organization and implementation of a number of points, a wide range of major application packages, to promote the government iot application to purchase services. Government departments no longer build new information collection terminals, and the existing collection equipment system is entrusted to enterprises to operate. We will continue to carry out iot trials in key industries and regions.

　　Fourth, support leading development

　　(1) Support signage, sensors, car networking, smart home, financial payment, environmental monitoring, optical perception and other leading enterprises to upgrade the enterprise technology innovation platform, improve the effective supply capacity of high-end intelligent wearable, intelligent vehicle, intelligent medical health, intelligent service robots and industrial intelligent hardware products. The new guiding funds of the provincial Internet economy shall be subsidized by 30% of the total investment, with a maximum of no more than 2 million yuan.

　　(2) In 2017-2018, introduce no less than 50 high-level talents of the Internet of Things (of which no less than 30 are introduced for leading enterprises), and those who meet the conditions shall enjoy the relevant policies of the "Fujian Province Introduction of High-level Talents Evaluation and Identification Measures (Trial)".

　　(3) Qualified Internet of Things enterprise merger and reorganization project assessment, audit, legal counsel and other preliminary costs and merger loan interest, the provincial Commission of industry and information technology special funds to provide a single project maximum subsidy of 3 million yuan.

　　five. Supporting entrepreneurship and innovation

　　(1) Encourage the development of high-performance new sensors and intelligent hardware, promote low-power lightweight bottom hardware and software, high-performance intelligent perception, high-precision motion and attitude control, low-power wide-area intelligent Internet of things and other core key technology innovation, annual selection of a number of excellent innovative products, the provincial Internet economy new guidance funds are graded to 500,000 to 2 million yuan awards.

　　(2) Support the construction of professional incubators for the Internet of Things, and give subsidies to eligible provincial science and technology business incubators, and give priority to providing services to innovative entrepreneurs for the Internet of Things.

　　(3) Give priority to supporting iot enterprises to use the data center of Digital Fujian Key Big Data Park, and give 30% subsidies according to the actual expenses, up to 500,000 yuan.

　　(4) Encourage and support the scientific research instruments of Internet of Things enterprises to join the provincial large-scale scientific research instruments network management platform, share through the online service platform, and enjoy scientific and technological innovation voucher subsidies.

　　six. Expand the national market

　　(1) Software and information technology service enterprises developed from the Internet of things to participate in out-of-province bidding projects won, a single winning contract amount of 5 million yuan and above, the provincial Economic and information technology Commission industry and information technology special funds according to the contract completion of 3% of the reward, a single project reward does not exceed 2 million yuan, a single enterprise annual reward does not exceed 3 million yuan.

　　(2) To support enterprises to hold nationwide Internet of Things promotion and application activities, the provincial Internet economy new guidance funds depending on the scale and effectiveness of the activity to give 100,000 to 200,000 yuan subsidies.

　　(3) For the first purchase or the first use of the provincial Internet of Things enterprise independent research and development, with a clear independent intellectual property rights and independent brand of various types of Internet of Things information system solutions, the provincial finance to give risk compensation funds subsidies, up to 30% of the price of Internet of Things and intelligent hardware products or services.

　　(4) For the core license required for the application of the Internet of Things platform obtained by enterprises in other provinces by means of acquisition, the relevant provincial competent departments shall assist in the relevant approval procedures.

　　Seven.Accelerating the cultivation of talents

　　(1) Support enterprises to build their own or cooperate with institutions (schools) to establish education practice bases and training bases, and provide subsidies of not less than 2 million yuan after the experience is recognized.

　　(2) By the end of 2018, the training of 1,000 high-end talents in the research and development, design, application, and marketing of the Internet of Things will be funded by the provincial new guidance funds for the Internet economy.

　　Eight.We will increase fiscal and tax support

　　(1) From 2017 to 2020, the provincial finance will coordinate and arrange 100 million yuan of funds each year to accelerate the development of the Internet of Things industry, focusing on supporting the construction of various laboratories, public platforms, key applications, pilot demonstrations, and other projects, as well as government purchase services, entrepreneurship and innovation subsidies, leading enterprise support, and major promotion activities. Among them, the funds needed in 2017 are arranged from the new guidance funds of the provincial Internet economy.

　　(2) Municipal Internet of Things public facilities projects invested by enterprises, in line with the Ministry of Finance, the State Administration of Taxation "Supplementary Notice on Public infrastructure projects to enjoy Corporate Income tax preferential policies" (Finance and Taxation [2014] No. 55) provisions, can enjoy the corresponding preferential tax policies.

　　Relevant provincial departments and municipal governments, Pingtan Comprehensive experimental area management committee should increase the support for Internet of Things enterprises, projects, platforms, strengthen the supervision and inspection of policy implementation, to ensure that the relevant support policies are implemented in place.
